follow. that's option one. the green one. option two is less certain. president obama reportedly challenged congressional leaders from both parties on friday to come up with a deal better than the one he proposed. the center piece of which is that the top marginal tax rate will increase for those earning $250,000 or more from 35% to 39.6%. that's only on the amount earned above that threshold. obama has told congress either they come up with something better or put his proposal to a vote. he's betting even those who hate the idea of a tax increase on the rich will hate causing america to go over the fiscal cliff even more. okay. option three. that's the red box. that's one where america goes over the fiscal cliff. jessica yellin is cnn's chief white house correspondent. peer into the crystal ball for us, jessica. which of these scenarios is most likely? >> well, ali, i think that after yesterday it's slightly more likely that there will be some sort of agreement. that doesn't mean that there are a whole bunch of optimists running around d.c. saying it's going to get resolved. but

. president obama and vice president biden are sitting down with house leaders. the guest list includes harry reid, who this time yesterday said he didn't see any way the fiscal cliff could be avoided. whatever the case, our chief white house correspondent jessica yellin will be watching. what can we really expect to come out of this meeting this afternoon? >> well, alina, we're not sure what really will come out of it. the ideal scenario would be if all sides agree to a scaled-down version of the fiscal cliff agreement that the president and spe speaker boehner had been discussing weeks ago and then senator mcconnell would agree that no republicans would block it in any way if he can promise that. he argues that he can't really make that promise but if e he could then speaker boehner would promise to bring it to a vote on the floor. all sides would shake hands and we'd have a deal before new year's. that seems highly unlikely. but that's what all sides are pushing for today. >> i think we can all agree that tax rates are the biggest sticking point. so what specific issues are your sources sa

will recall that the conversations have been between president obama, at least the public ones, between president obama and john boehner. john bain certificate sort of sitting this one out. it's now harry reid, the senate majority leader, the democrat, and mitch mcconnell, the senate minority leader, the republican and joe biden has been brought in as the guy that you call if things are breaking down right now. so it's, there's an impasse, they're stuck. but something might still be happening. >> he's the master of the senate. he was there for 30-plus years, he knows how to cut a deal. and we heard senator mcconnell say on the floor of the senate, he's looking for a dance partner. i guess he thought senator reid wasn't it so now he's saying i'll try over here with vice president biden. i don't think that he's going get any further with vice president biden on this issue of cpi for example. the white house will not be any more open to that than senator reid was. but if there is a way to get another route forward or if they're all just looking for an angle, maybe they can find an

obama at the white house. they talked for about an hour. afterwards president obama said he was modestly optimistic. bypassing house speaker john boehner, who has had trouble getting his fellow republicans to agree to anything, the president called on senate majority on minority leads are harry reid on mitch mcconnell to work out a deal on then present it to the house. he also laid out a scaled down mini deal if they are can't manage it. >> if we don't see an agreement between the two leaders in the senate, i expect a bill to go on the floor, i asked senator reid to do this, put a bill on the floor that makes sure that taxes on middle class families don't go up, that unemployment is still available for 2 million people on that lays the groundwork for additional deficit reduction on economic growth steps that we can take in the new year but let's not miss this deadline. >> as for the two senate leaders, they spoke shortly after the meeting on sounded a bit more hopeful than the president. >> i think it was a very positive meeting. there was not a lot of hilarity in the meeting. e

week rolls on? >> reporter: well, miquel, it's hard to believe that president obama would not at some point come back to washington it is not officially on his calendar at this point but he has obviously come out here for christmas break while congress is away from washington as well and it is, of course, a little bit of a working vacation for him, as the white house tries to work something out with senate democrats, some sort of package to avoid these tax hikes for middle class americans here tend of the year. that's something, of course that will require some buy-in from senate republicans to pass. and it seems that unlikely that senate minority leader mitch mcconnell would want to negotiating? that he doesn't feel will be able to also pass the house, which would require the support of some house republicans and that's part of the reason why this is such a difficult task and it has really been thrown into question whether or not the country is going over the fiscal cliff. the senate will reconvene, it is on xenlg actual reconvene september 27th that is on thursday. and i think

obama were pretty close on a grand bargain. maybe not as big as should would hope. it looked like the president was saying, we'll raise that top rate and offer some entitlement reform. social security changes, cpi. some talk of raising the medicare eligibility age. now because of where we're at do you feel that the folks on the far right of your own party by not supporting the speaker have ended up undercutting their position and ultimately will get less of a good deal on issues they care about than they might have gotten otherwise? >> i think the country has missed a huge opportunity to solve the nation's problem and instead whatever comes out of the senate will be small ball, kick the can down the road. that's unfortunate because this is a big problem. i don't think the president and speaker were real close so i don't think my conservative colleagues have screwed anything up because the president, if you look at his call for a balanced proposal, it was never balanced because he was asking for $900 billion of tax increases and chain cpi which was the super piece is $300 billion. when

making more than $250 thou,000 a year. the bush tax cut will expire at the end of this year. obama was elected with a surplus of about three million votes. he won the election. he campaigned on this issue. again, the speaker can't take yes for an answer. the president has presented to him something that would prevent us from going over the cliff. it was response to something that the speaker gave them himself but i guess with the dysfunctional republican caucus in the house, even the speaker can't tell what they are going to do because he backed off even his own proposal. the house, we hear so often, is controlled by the republicans. and we acknowledge that. i would be most happy to move forward on something that senator mcconnell said they wouldn't filibuster over here that he would support and that boehner would support if it were reasonable. but right now we haven't heard anything. i don't know and it's none of my business, i guess, although i am very curious, if the speaker and the majority leader, the republican leader over here are even talking. i mean, what's going on here?
